Warner Creek – Diablo Blvd. to confluence of Novato Ck. Arroyo Avichi – South Novato Blvd to confluence Novato Ck. Arroyo Avichi Bypass - S.Novato Blvd to Baccaglio basin, Scottsdale Marsh and Pond-to Lynwood Basin Lynwood Wetland Basin - Basin to Novato Creek Existing HEC – RAS model was developed for the Bel Marin Keys Unit V Expansion of the Hamilton Wetland Restoration Project, 2003. The model was further refined in the Hydrologic and Hydraulic Study – Phase II for the U.S. Army Corps of Engineers, 2006. These models provide a foundation but do not include the full extent of the proposed study area nor do they evaluate the appropriate range of variables. 2.Prepare a technical memo that identifies potential adjustments in flood management practices that would increase opportunities for wetland and habitat restoration. This analysis should consider the following variables affecting Lower Novato Creek including: •Identification of levee improvements/additions/modifications to increase tidal prism to promote channel scour and reduce flooding. In some areas levees could be set back or realigned and in some areas channel benches constructed. The updated creek models would update flood conveyance; evaluate sediment transport, opportunities for habitat enhancement and water quality benefits, water surface elevations and possible reduction in the frequency of dredging for flood control maintenance. •Evaluate channel bottlenecks including Highway 37 and the RR Bridge crossings and their impact to restoration alternatives. Evaluate proposed improvements such as detention ponds for temporary storage of flood waters and associated bypass facilities, weirs, pump stations etc. •Evaluate potential increases in levee height/ water storage elevations on local drainage and other opportunities to reduce f Proposal to develop a suite of restoration and flood management alternatives that maximize the beneficial uses for lower Novato Creek. Marin County Novato Creek from Grant Avenue downstream to San Pablo Bay and confluence with major tributaries including Warner and Arroyo Avichi.
