        <abstract>The City and County of Napa Control Project involves about six miles of the Napa River, from Highway 29 at the Butler Bridge on the south, to Trancas Street on the North. Napa Creek improvements extend for about one mile, from the Creek mouth at the Napa River upstream to Jefferson Street. The geomorphic design is based off a "living river" design concept that seeks to reduce flood water levels through the use of riverbank terracing and removal of old levees to reconnect the River to its historic flood plain. Other key features of this unique design include removing or replacing bridges that impede flood flows, creating a bypass channels at River and Creek oxbows, and restoration of the "South Wetlands Opportunity Area" (SWOA). This area will restore physical and biological processes in a large portion of the upper Napa River estuary.</abstract>
